James Parkey, owner and founder of Corplan, has extensive experience in all aspects of the practice of architecture and related fields. In his career, Mr. Parkey has been a part of the design and/or development of over 90 corrections, municipal, and state facilities across the United States. He has also served clients in the institutional, healthcare, education, housing, industrial and retail industries.

Throughout his 31-year career, Mr. Parkey has performed services in Construction Administration/Management, Construction Documents, Contract Administration, Design, Programming, Feasibility Studies, Planning and Urban Design, Program & Project Management, Public Service and Administration and he is Seismic qualified.

  • More current experience in County detention facilities than any other Team in the Southwest.
  • More experience in programming, needs analysis, staff analysis and staff training procedures than any other development Team in the State. We are the only team to design and construct 33 correctional facilities in Texas, Louisiana, Colorado, New Mexico and Idaho. This includes the largest privately financed correctional center in the United States – the 1,500-bed Bradshaw State Jail in Henderson Texas; the 500-bed Webb County Detention Center; the 1,100-bed Garza County Correctional Center, the 500-bed Willacy County Detention Center, the 500-bed La Salle County Detention Center in Encinal, Texas, the 500-bed West Texas Detention Center in Sierra Blanca, Texas and the 500-bed Otero County Correctional Facility in Chaparral, New Mexico.
